Being a stupid American (only speak passable Spanish and a smattering of cute French phrases with an ability to order a hamburger at McDonald’s with only ketchup in French), I have no idea what the above phrase means. Enlightenment?

I believe it means (as my French is pretty poor) “Harassment will not be tolerated”. A more fluent speaker can confirm.
